Can you still get it and do you have to play a Night Elf to get it?

Thank you very much. Now I need to level a Night Elf to Max level and get it. Might go with Hunter, admittingly I like how the white set matches the white hair and pale skin tone I have on her. The White Huntress.
Or make her a Rogue, The White Shadow.
