I’m gearing my Evoker to swap to and I’m working on learning to raid heal. My question is whether I should use Reversion before every VE or Spiritbloom or if it even makes that big a difference.
You use Reversion because it does okay healing, has the possibility of generating an essence burst, and the ticks have a chance to give a proc of Lifespark if you’re talented into it.
It’s rare that you would order your spell casts as:
Reversion → Verdant Embrace
or
Reversion → Spiritbloom.
This is because Verdant Embrace and Spiritbloom do large amounts of healing per spellcast, and Echo’s healing per action is dependent on the next healing spell cast. It’s generally more valuable to order your spells as:
Echo, Echo, Echo … → Verdant Embrace
Or
Echo, Echo, Echo … → Spiritbloom
That way, you have your strong spells preceded by Echos.
If you have Nozdormu’s teachings talented you can break up Echo chains with Temporal Anomaly for more Echos, or Living Flame a bad guy for more Essence Bursts.
You can, and should, precede Reversion with Echos, too. This is filler when stronger spells are cooling down, or damage intake is low.
There’s a play style that focuses on Emerald Blossom. I can’t speak to this one. I think it’s clunky and resource heavy.
While I don’t main healing I do run the Emerald Blossom side of things when I do heal.
Generally speaking Reversion isn’t going to be the first spell I cast in a chain, even if I had Grace Period talented, but I will ensure it is active on as many targets as possible because of the Free blossoms it provides me via Essence burst.
I use it in different ways depending on the situation.

Doubled on myself to use the HoT and Grace Period buff to AMP the Lifebinds I have Echo’d out while keeping myself topped off for the Mastery mechanic.
