I know nothing is confirmed yet, least to my knowledge. I heard 25th of october is guess date, but someone mention envokers etc wont be till 2 weeks before df launch (november 14th?). Just curious cause im trying out game till i can buy DF (i dont own shadowlands so im guessing itll be baseline then?) But my goal is dracthyr. I love dragons and ive been looking for mmo with playable dragons. Just curious if any solid info on when we can make one.

You can make them when prepatch is out.
So whenever that is.
2 weeks before launch comes from an interview is april where ion said thats when prepatch would be.
The leak says its in 2 weeks.
Time will tell which is true.

Ion said the pre-patch EVENT starts two weeks before Dragonflight launches, not the pre-patch itself. The pre-patch comes out on October 25th. Evokers will be available when the event starts.

Better not be like be a spit in the face to everyone planning on maining Evoker like whilst everyone else gets a month to Practice and get used to their classes changes and what not we get 2 weeks to learn an entirely new class with a new playstyle like yeah nah
If it’s like previous expansions, you won’t be able to make the new class/race during pre-patch unless you pre-purchase the expansion.
If I’m reading your comment correctly, you haven’t purchased DF yet. You won’t have the ability to make a Dracthyr
as an aside, because I have no info that others have not already said, Some people have problems with the Evoker, and also the Xmog issues with Drakthyr, but I am enjoying my Drakthyr in Beta. He is fun and sort of a mid-range caster style class that wears Mail armor. He takes some getting used to but the starting area for Drakthyr gives some good background info, there are some cutscenes missing cause its Beta, but Soar is fun and I just love the theme and the customization options and gear custumize options also. Just get excited for Drakthyr like I am. 
Oh ok i read that bfa became baseline when prepatch came out so i was guessing it would be same for df. And yea only 2 weeks to try evoker out before launch seems too short.

Yeah tbh could become baseline come pre-patch tbh don’t see why it would be a big deal at that point but who knows

IIRC they’re releasing the initial pre-patch which will contain some promo-dungeon and most of the core feature changes (so, talent trees come back) and then a follow up pre-expansion patch will drop days or weeks before the actual expansion release to give pre-orders access to Dracthyr.
