Question about Orgrimmar being in the wrong phase

I had a quest that I was unable to complete (The Lord Admiral’s Lament), because the NPC was not showing up. Support was able to complete the quest for me, so that particular part of my issue is resolved for this character. However, they said the reason that I was unable to see the NPC was because I needed to complete the BFA intro quest. This means this is connectd to my inability to see the Forsaken NPC’s on top of the Orgrimmar gate. And, weirdly enough, Saurfang is in Grommash Hold, even though I completed the quest chain where he dies.

The issue is…I HAVE completed all of the BFA quests. I have Loremaster of Zandalar on this character. I wasn’t here for BFA itself, so I did these post-9.0. BFA is in kind of a weird state now if you weren’t originally here for it. You get the Zandalar intro, and you can’t go back and pick up A Dying World and get your Heart of Azeroth until you hit level 50 (reading up on this it seems it was a deliberate change). But anyway, I have done all of that.

All of my characters are in this same weird state of Orgrimmar (none can see the NPC’s on top of the gate despite Undercity being destroyed). So if I do Siege of Boralus on another character I’m going to run into the same problem with this quest again. Support was saying I should be able to pick up the BFA intro quest from the board…but there’s nothing on the board, and I have BFA virtually complete (working on Pathfinder now).

Is this a bug, or am I missing something? If I can fix this by completing a quest would certainly rather do that. But I’ve been around virtually everywhere and I can’t find any quests that I haven’t done that would relate to this.

EDIT: Just for the heck of it I spent about 15 minutes flying around Orgrimmar with low level quest tracking on just to make sure there wasn’t something I was missing. There are exactly 8 quests in the entire city. 4 Winter Veil NPC’s (not relevant to my issue). 2 daily quests (cooking and fishing, those would be from Cataclysm). And 2 in Grommash Hold, both very low level (one for Ragefire Chasm, the other to go to one of the low level zones, I think Northern Barrens.

I checked the quest board, and the herald next to it…neither offer me anything. It’s REALLY odd that Saurfang is in Grommash Hold, considering he is dead…I finished the War Campaign. None of my characters can see the Forsaken NPC’s that should be on top of the gate and throughout the city post-Battle for Lordaeron.

I’m thinking that, because my characters weren’t played during BFA, that there is no fix for this until there is a patch. I’ve done some searching and it looks like this is a common issue. I still want to know why support told me I need to complete the BFA intro quests…when I have. They were apparently looking into something and saw a quest I hadn’t completed…but I think the quest I haven’t completed is no longer in the game.

This is my ENTIRE current quest log. I don’t have the Bastion quests expanded because I know those aren’t relevant.

1 quest in Najzatar that I’m still working on. 4 quests to defeat the final boss in Antorus and a few BFA raids. The Deaths of Chromie. I have 5 battle pet quests still in my log also…the 2 pet battle dungeons from BFA (Stratholme and Gnomeregan). Beasts of Fable, Pandaren Spirit Tamer, and the defeat 10 players in PVP pet battles quest.

And I have “You’ll Never Walk Alone” and “Go In Service” in Bastion.

None of this stuff should phase Orgrimmar in any way. Here is exactly what I was told by the GM that completed the quest for me I wasn’t able to turn in (ticket US77053072). “I have looked into this and it may be that you need to complete the starting quests for Battle for Azeroth before Isabella will appear. This can be obtained from the mission board. Though, I have still completed this quest for your character.”

I HAVE completed the BFA starting quests. In fact I’ve completed both the BFA campaign and War campagin, and I have the achievements for both (and i did it post-9.0 since I didn’t play during BFA itself). But yeah at this point I’m willing to try just about anything to fix this, because it’s really bothering me. Knowing my characters are all broken because I didn’t complete the intro quests while BFA was current. Still hoping Vrak or Orlyia might be able to take a look and see if I’m missing something that I can complete…or if not then confirm it’s a bug. If it does turn out to be a bug I can make a more detailed report at least.

Further edit: Welp, this is actually a bug. No character that didn’t complete the BFA intro quests DURING BFA (meaning, before 9.0) can see Orgrimmar in the right phase. There is no fix. We can hope it’s fixed in a patch, that’s it.

Have you checked to see if it might be Legion messing up your phasing? See if you can get the Broken Shore quest from the Warcheif’s Command/Hero’s Call Board and complete it.

It’s not. I fully completed Legion when it was current, pathfinder and everything. The warchief’s board has nothing for me, the herald has nothing for me. Broken Shore and Argus fully unlocked, all quests completed. Nothing left but world quests in Legion content.

More research has indicated this is a bug. When you completed the 8.0 BFA intro quests, it triggered phasing that changed Orgrimmar. The 9.0 intro quests don’t set the right flags, so it’s broken for ALL characters that didn’t do the BFA intro during 8.0. It’s a bug.
