Question about Legendary Cloak on level 20 boosted char

just wondering how i get the Cloak quest do you have to do that main story to a certain point to unlock it or what i cant see it? Thanks for any help.

Intro to Nazjatar -> Unlock Heart Forge -> Quest pops up to talk to Valeera

“Send the Fleet” is the quest that will send you to Nazjatar.

Just to add on the off chance you haven’t already done it, but you will also need to have unlocked BfA world quests on your account to have access to Send the Fleet / Nazjatar.

Someone coming back after a really long break may not have done so.
