Question about insane title, and something I saw in a recent content creator's video

I was watching some TWW content on youtube. The video said something like the insane title would only be available to the character who got the title.
My hubby just got the title, and it’s across his account, available to all his toons.
So I’m left wondering, if I were to finish getting mine, would all my toons get it after TWW? Or are they changing it in TWW to toon-specific? Maybe the content creator just wasn’t aware it was account wide.

My characters on the Beta can use the title without issue. The achievement shows that the copy of this character did the achievement and that my Warband has credit.
