Gladiator titles are account wide now, so it’s likely just people on their alts. A gladiator level player can’t queue into the 1500-1600 bracket without seriously tanking their rating. Even then, they would quickly rise up the ladder.
So yeah, it’s most likely just alts. Ergo, matchmaking is fine, and they are at that MMR for a reason.
