Does anyone know what level the death knights will start at in 8.3 and weather or not they will be eligible for heritage armor?

I’ve been searching for an answer, too. Seems we have to wait until someone on the PTR hits that range on an AR DK?

Last I checked you couldn’t make them at all on PTR?
You can’t, but if you select a normal race and then the DK class, then change to Pandaren or an allied race, the class selection is kept and you can customize your Pandaren/allied DK. You can’t finish the process and make the character, but you can skim over the options.
I know their starting level because of the center top option of the screen, where you select between a “New Character (Level X)” or “Trial (Level 120)”.
For Pandaren/Allied DKs, the “New” option lists Level 58. Normal DKs list 55. Common classes list Level 1, and so on.

Blizzard explained that during Blizzcon. It was in some of the many interviews.
I thought that was for Shadowlands though.
Can’t say for certain if they made it or not since they’re being weird about not having it in the PTR.
No, they said that allied race and pandaren Death Knights would have their own starting area, which would function like an allied race hub. Normal death knights would still start in the Scarlet Enclave.
The fact that the new DKs start at level 58, while the older ones start at 55, also indicate the extra levels are compensation for no introduction questline.
WoWhead also datamined voice files from the Lich King and Mograine, which indicate a quick introduction rather than a questline.
