Question about 4/5 Tier Set Bonus for Arms

Just need a confirmation, but I’m kinda guessing what it already is after testing it.

But is it

+50% on top of the chance per rage spent on abilities. So if Mortal Strike was 30 rage. It would be 42% to reset Overpower. (30 x 1.40)
Making it 92% chance to reset overpower.

or is it +50% of that already 42%, so it would be 63% chance to reset overpower. (42 x 1.50)

I’m guessing it’s the later correct?

The latter.

After testing the 4 pc, I notice that the Tactician only procs slightly more during Colossus window.
