Quest: Wisdom of the Council
I can’t turn in the quest, the npc Karlain won’t show up.
It says he is like IN the walls instead of being next to Khadgar.
I’ve noticed other players having the same issue.

I am also having this very same issue, and now Karam Magespear won’t stop following me around Dalaran until I hand it in, sigh lols

Same here, I am unable to complete questline he seems to be stuck in the wall. Sadge

He’s not stuck in the wall, fly up and on the right side you’ll see a portal and a small doorway, he’s in there. I’m stuck on turning the quest in unfortunately, because even if you go in up there, there’s no option to turn in the quest.

My husband and I were trying to finish the quest line together to gain our class mounts and this quest is a requirement. I was able to turn the quest in, and he experienced this bug where the NPC is ‘missing’ or fallen through the floor or whatever has happened. The quest tracker shows him as below the floor and behind a wall…so he cannot progress and cannot gain his class mount until this is fixed.
We’ve submitted a bug report and have found forum posts about this bug almost a month old…but have heard nothing about it actually being FIXED. Cannot seem to submit an actual ticket on things like this anymore, which is frustrating at best.
Would love to see a blue post acknowledging that something’s actually being done. If fixing the bug is something that will take extended effort on the dev’s part…a brief work around could be that this quest be removed from requirements to earn the class specific mounts.

Apparently it’s reported not to be a bug. But a phasing issue. Which overall is actually a bug in my opinion because of how the leveling works and collecting multiple quests at once it can mess up the timing. I wish these weren’t gatekept because that causes more phasing issues down the road.
Still broken. Tried the workarounds, no go, dude is still under the floor. The bug thing says its not a bug that he’s out of “phase”. Googled, says to do the TWW intro, did that, dude is still under the stairs. Blizzard, you created the “phase” issue with TWW, that is a BUG. Please fix it so I can get the class mount.
Sadly I am trying to get my Mage mount as well and have the exact same issue… Someone please fix this!
Just so you all know… I have already done the TWW content and on my mage I had not done it… I started the questline for it and when the time come I told Khadgar that I had already heard the tale and it cleared my phasing issue and I was able to turn the quest in and progress forward… I hope this helps someone.
