I don’t know if he’s phased or what. I have completed this quest 3 times, but am unable to turn it in as the “?” NPC is missing.
Quest says “Speak with Flynn Fairwind at Harbormaster’s Office”. Flynn is not in the harbormaster’s office. I have even watched videos of people completing this quest. The NPC is not where he appears in the video.
I experienced this problem on 11/17/20, the day of 9.0.2 release. The issue persists this morning (the following day).
I have tried reloading, repeatedly. I have tried this without any of my addons enabled. I have confirmed the NPC location on WowHead and YouTube. He’s just not there. Apparently, Flynn and Taelia are supposed to be there, but she’s in the wrong part of the room.

I am also experiencing this problem. Just completed Tol Dagor and he is not spawning in the Harbor Masters Office.
I am having this issue as well. I see him on my other characters not on this quest.
This is OP. I changed my active listed toon.
I had a guildie that had completed this prior join me on this quest while synced. While synced, I dropped the quest and we both picked it up. From there we completed the quest together, grabbed the key and returned to the harbormaster’s office. Flynn was not there for me, but was there for my friend.
I have even tried this quest while logged into my wife’s PC. I still cannot see Flynn in the office.
Same here. I’ve been completing side quests and all thinking it would fix it but nope. This is def. a bug on Blizz side.
Currently having the same issue here. I have phased a few times to see if the issue persists, and can confirm it’s still bugged. Flynn is just standing over by the weekly mythic chest for me. No chat dialog available.
Same here. Full reset, addons folder renamed as well. Dropped quest and retook it - still no luck. I first tried on day of 9.0.2 release

I can target him if i give the command: /target flynn fairwind. So I did and ran around with a {skull} icon set for him. Ran into him at the Expedition map(South of where we are supposed to find him), but unable to turn in quest there. Also tried redoing the quest as well as a log in and out. Very broken.
I have completed several chains in Tiragarde Sound and was just able to turn it in. They either did some hotfix or there are prerequisite quests for turning this one in.
Same here on my Ally Monk. Gone to multiple “Flynns” while questing, but he is not in the office. Also, to note, there is no Taelia or chest there either.
Stuck here as well on my Mage… he’s not there.

Torien has solved it - you need to complete the achieve “A Sound Plan” for Flynn to appear in the Harbourmaster’s Office.
