I have completed all quests up to getting the final quest that sends you to the Dragon Isles.
I have checked quest tracker and have not completed this but it is not showing as a quest to grab from Toddy Whiskers in Stormwind.
I have done as suggested by staff and reloaded my UI w/o addons.
I have checked quest tracker.
I have no Dragon Isle quests in my log.
Toddy Shows as highlighted to me. But no quest.
I’m having about this same issue on my main.
I completed all the quests to send me to the Stormwind dock and I can see Toddy and she has a ! above her head except its grey and I don’t get offered a chance to accept a quest. I
completed this quest on an alt and it worked fine.
I don’t have any add ons and have no quests left to take. I’ve also tried going to different zones, using Chromie to change timelines and still nothing. Fortunately only an estimated 13 days for my ticket to get answered 
If anyone else has this issue. I ended up going out and leveling up to 61 and then the quest notification from Toddy popped up again as soon as I leveled up and I was able to accept the quest at the docks.
