There is a bug in this quest and all subsequent quests that occur in Orgrimmar as of patch 9.0.2. Having the quest “Shadowlands: A Chilling Summons” triggers phasing such that it won’t allow you to complete the quests. Abandoning the Shadowlands quest fixes the phasing, but the quest automatically re-appears after ~20 seconds, making it exceedingly difficult to finish the quests, especially the one “Traitors in Our Midst” where you have to kill Eitrigg. Not being able to complete this final storyline will prevent you from attaining the title “Veteran of the Fourth War.”

I’m having the exact same issue. I opened a ticket and was then told to file a bug report.
I totally forgot to post this after I received a reply from support. You have to do the initial Shadowlands questline up to the Oribos area. Once the portal is created back to Orgrimmar, you can go back to Org and complete the remaining quests to get you “Veteran of the Fourth War” title.
