Waters of War (Bonus Objective) Kobyss slain at The Fading Shore (100%). The quest is stuck at 100% and not completing.

Try these (I’ve had this happen and at least one of these worked for different alts)
Leave the area until the area name changes (e.g. In Meredal, leave until tells you you are in another location) and then go back.
Log off - log back in.
Hearth to your home-town and come back.
I’ve done all those and more. Its been stuck there for over a week now.
