Bugged out for me as well - one enemy is evading and I can’t seem to get it to work even abandoning the quest.
EDIT: If you abandon the quest, go to storm wind and turn war mode on, then fly back and pick up the quest again, it seems to work. I was able to finish the quest.
Still bugged as of March 21. The guy turns up and evades every attack - quest cannot be completed. Shame this bug has not been fixed in almost a year!
