The issue is simple. The harvest golems in Hallowfall will not drop the Harvest seeds necessary for the quest Seeds of Salvation no matter how many dozens I kill and across multiple attempts at the repeatable quest. Also the items will not spawn on the ground like they are supposed to. I have covered the entire area multiple times and they will not show.
