So where are they? Thought it was supposed to be in the supply packages at the end on chains. Opened about 30 and no emblems.

I got some out of the Wrathgate questline. Haven’t seen any before or since though
They are incentives to finish questlines that put players into a different phase. So that people will always be able to interact with each other in all the areas. So only phase-shifting quests ( mostly ones that change the landscape or type of npcs in an area) will award them.
