THIS QUEST Reduction in Force: has been bugged since early WoD. After you kill him and return tpo the Garrison the quest turn in appears in the pond at the fishing shack THERE IS NOBODY there to turn it in to. There is nobody in the garrison anywhere to turn it in to. I spoke with every NP. Playerts should not be required to spend 10, 20, or 30 hours trying to turn in onme quest. PLEASE PLEASE PLEASE FIX IT.
