I am unable to start the “Time to Strike” quest chain. I can see Riftblade Maella chilling, but she doesn’t offer me a quest. Please assist!
I am not sure what the prereqs would be, but initial search seems to show level 90. Unfortunately your armory does not show you reaching that, so I am not sure. Check out the wowhead comments, and also with Gameplay > Quests as technical is more for windows related crashes and install issues.

I am also not able to get the quests from the NPC, level 90.
