im at black rook hold and the lieutenant of the tower quest giver isnt showing up
If you’re on that character, do you have trivial quests on? That may make the quest marker pop. You can click on the tiny tracking icon by the zone bar.

same problem and yes trivial is checked - only happens in shadowlands
