You can’t mouse over the blobber. When you try to loot fish after it moved you just throw the rod back in.
Either fix that or remove Grimtusk Fishing Spot from Taking from Nature achievement.
I ran into it too yesterday and was super frustrated for a bit. I thought I did something wrong. There is a way around that. You can use your interact key to interact with the bobber when it is ready. That loots the fish and the quest item for you.
To turn on your interact key. It was added in 2022 as part of the Accessibility updates.
New Feature: Interact Key
Press the Interact Key to interact with NPCs and objects with a key press (default hotkey: F) instead of your mouse. Interactive NPCs and objects will highlight as you enter interact range and face them. A helpful icon will appear above NPCs as needed. This also functions for quest item interactions, and we’ve added an option to enable a sound when an interaction becomes available. Enable this option under Options > Gameplay > Controls > Enable Interact Key.

I tried it with hotkeys, didn’t work sadly. But it turned out that suffusion camp bugs it. I had to look for an ice crack outside of the camp area and there it worked.
