Quest: "Neltharus: Secrets Within"

I was questing with a friend and he was able to see/pickup this quest. When he tried to share, it said I was too low level. I shortly leveled and was the same level as him and he tried to share again and it gave the same message. I went to the area where to hand in/pick up and the quest giver wasn’t giving me any quests.

Anyone have any help or run into the same issue? Report as a bug??

Also having this issue. My wife’s character can access this quest, cannot share it with me (states I must be a higher level, even though I’m higher level than her). I’ve completed all the quests in the zone and received the achievements for completing the storyline quests.
