Having level requirements for quests in Chromie Time feels bad.

Seems like an understandable frustration. Do you have an example handy?
(Is it a regular levelling quest or what was originally a max-level quest?)
Quests like City of Light and the BFA War Campaign quests have minimum level requirements designed for doing the content outside of Chromie Time. Those requirements are still enforced in Chromie Time.

I don’t have a quest name handy but I know certain dungeons don’t unlock until later levels in the chromie bracket and therefore associated quests have level requirements. I also know that going into MoP Chromie Time at level 10 and running through the tunnel to Kun Lai puts me in the middle of skull level mobs (I think they’re actually like 25 or so?), so I’d assume the quests in the area have a level requirement to match.

It isn’t a true scaled leveling experience if I can’t go to Shattrath at level 10 and follow Khadgar’s minion around for 8.5 minutes to ally with the Scryers.

Its true, if you can choose an expansion to level in on a new character, it is odd to still a level requirement for them. Perhaps put in a Suggestion ingame and include the examples you found, asking for any still ingame with limits to be adjused.
This is how end content works with Chromie time. You are still required to be at the original minimum level to do end content, even if you are in Chromie time. For instance, you can enter Tol Barad or the Timeless Isle at 30, but the quests don’t pop until level 35.
If you do Cata/Classic chromie time, all cata zones are locked behind the requirement of level 30+. That’s the first thing that popped into my head when I saw this post.
