Why? Who hurt you? Why does a quest item need a cooldown?
Especially annoying doing old quests when you one shot everything and then need to use your quest item that has a 10-20 second cooldown because the game expects you to take that long to kill the mob.
Please. Stop adding cooldowns on quest items in current content.
This post brought to you by trying to do Rose boil for the Shadowlands meta and having a 20 second cooldown in between healing each npc.

They have to add this kind of BS in game to waste our time as much as possible to make an impression that people r playing their game longer. Which is very sad if a game company have to stoop so low.

I don’t think it’s Blizzard’s fault if you go do quests that aren’t meant for your level and end up having to wait.
Btw, you don’t actually have to wait. I used to heal the NPCs with Flash of Light.
I don’t know if it’s possible with every quest, but there are several where you can complete the objective using your spells.
PS:
I don’t know anything about networking and stuff, but maybe the items have a CD to prevent multiple requests to the server and crashing it.

Playing for an extra 20 seconds is not a statistically significant amount.
Whatever their reasoning for a 20sec cooldown on the quest item, this isn’t it.
In my experience, all quests that give you a healing item can be completed with other types of healing. The game isn’t tracking use of the item, it’s tracking the target NPCs regaining HP.
It’s recent content as well. I see zero reason to wait to use a mundane item.
Many times I wanna pull a few mobs with said item. Nope. Gotta kill 1 at a time for 10 times.
