For some reason no matter how many rares or treasure chests I open the quest item that unlocks the runestone wqs will not drop. Am I bugged?

Someone in my guild has the same problem. How do we get a new scury stone to be able to open more chests? It says Finder Pruc should sell them, but he currently doesn’t.
