The bugs do not appear on the ground and you do not gain the buff from killing mobs.
On Wowhead (https://www.wowhead.com/quest=31237/debugging-the-terrace#comments), some people back in 2018 were still able to find one bug and gain the buff but as of 9.0.1 it would seem the quest is broken, as was stated by 2 other people there.
