Vehicle gets 2-3 shot before booting you then resetting the quest mob and he evades. Managed to do it once with two characters in a party, but my solo is currently stuck unable to kill him.

Yeah I had the same Issue, Kinda was just and RNG fight. If you fight it and back up while ya go kinda delays the death for hopefully enough damage to Kill the shark.

I wound up speed leveling another goblin to help my wife get it done because no amount of tricks were working x.x; Kinda sad it looks like this bug has been in the game a while according to wowhead comments.
