After the patch I logged in and tried to complete my quests in Tiragarde Sound. I logged out next to the quest giver, Geraldine in Freehold, for the two quests : The Beatings Will Continue and Rig Robbing. However, the quest giver is not there. Also, Dockmaster Marl, in the same area, was phased out until I pulled him (hunter) up the hill. I was able to get his key but now the chest containing the Dockmasters Records is phased. My husband logged in with all his addons turned off and he is having same issue. I do not know if it is an issue with us or if this is a new problem after the patch. Geraldine was there when I logged off this morning but gone now.

Having the same issue. The exclaimation mark shows on the minimap, however when I approach, it and the NPC disappear.
I couldn’t find the answer to this. It drove me crazy! But if you do the other quests in the area, you will get a small quest chain including a quest called “Getting a Clue”. Right after I completed that, Dockmaster Marl showed up and so did the Trickshot mobs and the quest giver in the trees.
