on my map, show the question mark to hand in but she’ not showing up,
it says to “Report to Alleria in Dornogal”

I’m also having this issue. Someone put a wowhead comment in saying this is post patch 11.2, because I guess Alleria went off somewhere near the end of the main quest line.

Just ran into the same problem. Minimap shows the Question mark return marker for Alleria in Foundation Hall, but she is not there. Cannot complete the quest, and my understanding is that a 2nd quest chain opens up after turning this final quest in, so this blocks character progress.

I cannot find alleria anywhere on my alts…my main got the quest line for 11.2 but neither of my alts can find her

After completing the quest chain that ends with “A light in the dark” and getting the achievement “The War Within (Complete the War Within storyline)”, Alleria is now where the mini-map Question-Mark quest return indicates in Foundation Hall.

This bug is still active - as a brand new player in WoW, I think it was the Book that fast tracked me through “The War Within” storyline that completed this quest for me; now I have to turn it in again to progress Reputation (I think?)
