I made a Wrath Classic Dwarf Priest named Vanguardish on Skyfury. When I got to level 10 and got my quest to go to SW to learn Desperate Prayer I turned in the quest, but I did not receive any new spells or any ability to learn the spell. My character is also unable to drink Elixirs anymore, so I feel as if my character might just be bugged somehow.
