This quest is bugged. All per-requisite quests are done. The mission table’s missions are grayed out and this mission isn’t available. This is a required mission to be able to progress with garrisons. No further progress can be made until this quest is completed.

What level it the toon that is doing the quest…?
Might have a set level or even a pre quest that you thought was done.
Did you check on wowhead?

They changed how quests are account wide now, so it will be hard to know if you missed a quest or not.
Still bugged as of 8/9/2024, along with the Rogue Class Hall, Chromie Time, and Timewalking scaling.
Small indie company problems.

disable all your add-ons and then click the table. it will work
