While you get the earlier quests for this between levels 65-68 you do not get this quest until level 69 and at that point its considered a low level quest. It will not give appropriate xp for that level. So there is no reason to do it. However it is part of the side quest story line and should be available earlier. A guiildie who also had this problem is level 68.

just leveled another character, quest not there as well.
