Quest Bug: Sister Hilga

For the world quest: Azerite Empowerment - Sister Hilga slain.

She’s not spawning again. This happened once or twice before with her as well but it’s been almost 20 minutes in game and nothing.

After 20 minutes of flying around gathering she finally spawned - and then phased out as I few towards her.

Is this on an Alliance or Horde character? Horde characters have the issue of mobs phasing in that area for WQs if they have not finished the Drustvar chapter of their war campaign.
