So i was doing the “Silencing the Advisor” quest as an Alliance character on WarMode and the quest NPC was not showing up also the NPC following me was clipping through all the floors and walls, a had a GM come and check it out and they found out that the way to fix this was to turn warmode off for some reason that was causing the bug.
