Suramar, Masquerade. Mask of Mirror image used on Anarys. Phasing in and out after struggling to get Anary to even move from his stone he stands infront of. Unable to move forward on the quest. Stopped dead in my tracks.

I am having similar issue. Anarys is not visible, quest will not complete
I have done this quest numerous times in the past 6 months and have never seen it happen.
What level character are you doing this on?
This bug affected me as well. Often times these types of bugs can be fixed by simply logging out and logging back in. As a side note you can make low level quests appear on your map by clicking the magnifying glass on the side of your minim map and check POI and Trivial quests.
