This quest is still bugged, it has been bugged since beta./ Brekk does not spawn Rockgore to fight. Dropping quest and picking it up doesn’t fix, relogging doesn’t fix.

on and Area 52 shard - Brekk can be spoken to but not challenged, and his bug is showing in combat with 3 hp and will not reset
I was finally able to complete the quest by going into warmode.
