Been happening for a while now, but just did the quest, Battle Pet Bingo on my Paladin. When I picked up the quest, the reward was a little bit of experience and 10 Bronze Celebration Tokens. But when I completed the quest, got the experience, and only 5 Bronze Celebration Tokens. Did this every quest I have done, where it would award half the Bronze Celebration Tokens than what was to be rewarded when picking up the quest.
Did this for me with “Something different”. Promised 15, only gave me 8
Has been doing it for me with almost every quest from Secrets of Azeroth questlines within the anniversary.
All of the side stories that are part of Guest Relations have only been offering 5 tokens. This is a continuation of the display bug that has been causing quests to show double the amount of items or currency (aside from gold) that they are awarding. It’s most obvious that it’s a glitch when you view the Pinnacle weekly quest for TWW and it shows two caches; obviously you aren’t going to get two caches.

…I can’t attribute to the double display bug unless the offer was actually 16 and you just misread. Either way, the real amounts are working as intended. If you check your quest log, the real reward is displayed since the bug doesn’t affect that window.
I haven’t checked whether 11.0.7 is fixing this issue.
