I have every achievement for the meta that I obtained in BFA but had to quit until now, so I wanted to finish it up. Trying to solo Azshara but she never goes into phase 4, apparently it’s because of some changes Blizzard did?

Is this possible at all now?

I believe the old mechs will kick back in in a group of 6 or more players. So goodluck finding 5 other players to help you.
