Quantum Armor pieces seem to not be working?

Trying to unlock Quantum armor pieces on my level 80s, on all armor types and I keep getting told “All appearances are already in your collection” when I’m clearly missing appearances which would be qualified to be unlocked by said pieces, and I highly doubt I have collected every single piece available for all armor types.

edit 1: these still work for level 70s though

You can make the quantum weapons using a level 80, but the armor pieces are erring with the everything collected message you referenced.
