I have an odd memory of after a blitz match, the yellow quest tracking text that flashes on your screen mentioned ‘rated modes’. But that may not matter at all, just an idea as to why it’s not completing for people. But due to the amount of comments, it looks like the achievement just isn’t working.
I should try to get 2500 conquest on an alt see what happens, some alts never had the quest.
that is unfortunately not accurate, as i have 2539 on my season earned amount, and yet do not have the achievement, because that season earned amount, also includes conquest earned before the season started, which does not apply to the achievement.

I got it after reaching 2760 conquest. Keep grinding!
Update: it works! I just finished an epic BG and upon its completion, the achievement triggered and I had a bag of tokens in the mail. Just used them to pick up my weapons. Give it a try, my friends.

Got my staff last night, working as designed.
bugged. im capped 2800 conquest and have the achievement, but did not receive any mail.
So it’s working for some players but not for others?
What in the actual He77 is going on? I haven’t logged in since reset and I’m scared to lol
My only question now is, why did you turn it into an achievement instead of simply changing the quest reward? So just “Oh you were running the quest on two characters? Awww that’s too bad now you can only get it on one. Make sure you get the achieve on the right character ok.” right?
It took 30 minutes or so to receive the in-game mail. But it did arrive.
I just did the same thing…! How was I supposed to know I would get some random tokens in the mail?? The conquest vendor simply said I needed to get the achieve before the weapons were available to purchase! Absolute bologna.

I was also wondering but someone mentioned the 175 conquest quest from winning 4 BGs doesn’t count towards the achievement. i was short a few points so I Queued a quick BG that put me over 2675 (because 2500+175 from the quest that i had) and as soon as i won i got the achievement, with the insta mail. Idk why they decide that way but I’m glad to know it isn’t a bug or anything.
Yeah, should be able to buy heraldries with the tokens… RIP all those who crafted weapons who will be weeks behind on the rest now.
This achievement changed actually introduced a bug, unless this was intentional, you can only gain the 2 weapons on your first character per account forever. No other character can gain the free weapons now on that account. Not certain if this is a bug but feels really like one
I don’t know if it is a bug, but I was all excited to get one of my alt to 2500 conquest for his weapon after getting it for my main and nothing… If it is intended like that the achievement is a nerf over the quest. 
I don’t think anyone expected “free” weapons. People is expecting to get the restriction from buying weapons lifted which isnt happening at all.

Point was, that for 2 two handers, the conquest price per stat doesn’t line up with everyone else.
To counter your sarcasm, if staves cost 3500 Conquest then yeah, they should only get half a staff if everyone else is getting 1750 conquest valued items.
Because it wouldn’t make sense to give them double the stats obtained from conquest points (limited amount per week).
It doesn’t even matter though because blizzard doesn’t care enough to change it to values that make sense so whatever.
I’ve gotten over 2500 conquest points and the achievement hasn’t popped. It doesn’t even have a progress bar or anything! 
Not sure how accurate it is but been told the conq from the 4 bg victory weekly isn’t being counted so it should pop at 2650 or whatever.
