Every tank can do this with ease.
Until you realise that Devastation will not be in a good place against ranged until you get over this ridiculous notion that the spec must be this mid range caster with awful defensives then it will continue to never be played in PvP over any other caster or Aug. Just give Evokers the standard 40 yards and free it from design hell or make Dev as tanky as the other two specs are.

We already the best, I just want to be even more the best. I want to be able to 1 spin a bubble necro without popping any defensives. That would be make me very happy.
