The over nerfing and over buffing rotation of class specs is literally a development strategy.
Over buff class > people fotm > gear up> lots of time spent > Over nerf said class
Over buff next class > Repeat

I think this conspiracy is only in your little brain. Most people would quit the game or continue playing their nerfed characters. There’s too much that goes into mastering a new class. You make it sound like switching too and preparing your newly created overpowered class is an easy thing to do.
Sure, it might be easy for the elite skilled power gamers with nearly every alt maxed out, but for the rest of us average Joes, we’d simply quit the game or keep playing our nerfed main character.
