It will continue to be sub-par until all pvp is best in pvp and all pvp gear is equal in pvp.

PvP will remain garbage until they get rid of rating and power level being connected. If we return to WoD style gearing like there was rumor of earlier, then it will get better, but I don’t expect that to change anytime this season because people already have the power level and such.
The open acknowledgement of an MMR problem in the 2’s bracket though and them making some kind of effort to change it is good. Means at least something’s being done about the boosting problem - or attempting to be done.

Yes it’s garbage. All I’ve done this xpack in PvP is cap conq in arena, push 2 toons to 2.1 RBG and two others to 1.8 RBG for 220-226 gear and just que randoms
