TLDR at the bottom.
I was just watching a Venruki vid where he read through a reddit post about PVP participation.
One of the comments in that reddit post suggested that PVP rewards be obtainable by everyone but your rank earns it at a faster rate.
I think this is a great idea given that if you pvp for the elite mog or illusion you dont just wait until the end of the season to play because that is when it is easiest due to inflation.
Pvp rating numbers are completely arbitrary and are only meaningful relative to other players. They are meaningless season to season and even throughout a single season at the start vs the end.
TLDR: I think Blizzard could look into a system that reward participation in the ladder and having certain rewards be more accessible albeit at a slower rate if lower rated.

There are a lot of reasons why pvp is shrinking as if it wasnt already small enough and reward gatekeeping is only one.
Reward accesibility is actually a lot better than it used to be in previous expansions with solo shuffle and blitz its far easier to get to the reward milestones than it was with only 2s 3s and rbgs.
The problem is the brackets are dead almost season long because its widespread knowledge now that all you have to do is wait for the last 2 weeks of the season to push cause it’ll be far easier then.
And blizzard refuses to add inflation to the bracket so you might not think your very high at like 2k or 2.1k but in reality your in the top 15-20% of the ladder. With inflation it pushes the giga sweaties up 300-400 rating and away from everyone else so that they can get their rewards.
“A high tide floats all boats” as they say.
que times ( which only get worse as less people start queing due to the other issues).
High barrier to entry
hells kitchen tier toxicity
garbage class balance

The majority of the game is pvE, they dip into pvp just for the transmoggies and they are gone, so I can see how the Elite sweats want them to stick around longer… They ran off the player base this expansion, again, so there is a shortage of players to be farmed.
I like what Ruki said about redoing the whole rating system though. In a sense its like Mythic+ current system is designed for the high end 1%, it kinda runs off the player base, seems toxic, players only want to play with the meta, and not fun to the masses. IF it was fun to play, it would not be having a big dropoff in participation.

Of course it needs to be fun. And IMO pvp is right now in general.
Rated feels off though.
Honestly, if the elite sets were good, I would be queueing rated a lot more. The rating number itself is not a real strong motivator because it doesnt mean anything on its own. And if it did mean something to someone, it’s really only worth it to push for the last two weeks.

Agreed, I normally get 1800 moggies on all of my toons, this season after getting two toons their mogs I am just like why bother for more lol.
Why do 3s matter soo much? If the overwhelming majority of players are specifically in one bracket of pvp, should that Bracket matter most then? Why dont they get better rewards? More important why does Blizzard sit on their four points of contact and allow the season to die?
3s arena lol, if you run a restaurant, but customers mostly order burgers, then why keep promoting Pizza, its obvious the customers dont wanna buy it lol. Promote the dang burgers!!!
