MMO PvP is niche and doesn’t really count in the same way.
MMOs generally always have larger PvE playerbases.
I say this as someone that loves and regularly does MMO PvP.
The game isn’t designed foundationally around PvP- it was tacked on later.

Sadly, the most popular game mode in WoW is dungeon PVE. Where players run around whacking stationary targets/traffic cones in scripted predictable scenarios.
I thought I heard back in the day that the most popular mode people played was random battlegrounds, forget when, but I remember something like that
(EU Fansite Q&A with Brian Holinka and Ion Hazzikostas) - It was random bg’s and LFR having similar participation rates
IIRC Holinka said on twitter that during MOP BGs and heroic raids had equal player numbers.
Blizzard seems to base their dev time on personal biases and not actual player numbers though - mythic raiding wouldn’t even exist if they purely spent time / money based on player numbers.
If it was based on player numbers, we’d get endless torghast because everyone’s funneled through it or endless content for level 1s.
Participation = development doesn’t really work.

What they need is to have somebody in charge of PvP who has a track record of success in designing and managing PvP games. I really think that since the end of WoD the PvP development goal has been trying to make it work more like PvE by throwing random stuff against the wall and seeing if that works.
What I heard at some point was that during WotLK half of players queued for randoms.

DAOC I heard was widely successful for its time and was very PVP heavy because the devs took time to make it mean something , not just a carnival ride
DAOC cratered in lesss then 3 years.
WoW is still a dominant part of the market after 20 years.

But WoW PvP is a small part of its audience. Part of this is due to the fact that all attention goes to the top, without consideration of the fact that to grow that part of the genre Blizzard needs to make casual PvP enjoyable enough that players will keep doing it long enough to move into rated PvP.
They should tie the new cloak to completing 2 BGs like they did the MOP cloak to bolster BG participation.
random bg’s used to have, for a while, the same participation rates as lfr, which wasn’t a tiny portion then, I’m not sure how much smaller it is today however.
it lasted 17 years and then reopened to a lesser extent sounds like a great run for an old game

Blizzard doesnt put in enough effort (SIX YEARS between Battlegrounds maps?!?!?) to determine if pvp is low because of disinterest or effort.
They should widen the pool for Blitz games and adjust CR accordingly.

Doesn’t change that it was more or less a footnote in the medium as compared to Runescape, Everquest, FF 11, FF 14, ESO and WoW.
And of those, the only one that has anything that could be considered a truly pronounced PVP system would be Elder scrolls I guess?
