so if people are levelling on Grobb in open world, resil does nothing at all until 85? Is that really intended?

Having a secondary stat not work for 84 levels (assuming it even works at 85?) is clearly a bug. It’s just being cheered on by a bunch of pve andies who are full of bitterness, resentment and/or ignorance.
