What makes you say this player is good at PvP? Rotation? Gear choice? playstyle?
What do you weight between 1v1, 3v3, and 10v10?
Would advantages swing your point?
I would say the consistent ability to hit a high rating in whatever form of PVP they enjoy or play. 10v10, shows their mastery of playing within a team and playing their roll properly, while arenas are widely considered to be the apex of “skill” and were most players go to truly measure themselves against others.

1v1s aren’t rated, and for good reason: Assuming both players are of equal skill level and know their classes there are matchups where one just loses regardless, or at the very least has a very uphill fight to come out on top.
The best players in PvP are the ones who works best with their team. Note that all rated PvP is team based. Your arena comps compliment one another and your teammates trust one another to have their back and trust you to know what you’re doing. Your BG comps do the same but on a much grander scale.
Even solo ratings depend on your teammates: RSS your rating can rise and tank depending on your matchups and if one player is struggling to adapt and is just getting farmed by just about everyone.

Varies a bit. In solo queue it really comes down more to quick reactions and reading what is happening, while tracking cds.
Premades its more based around X has to happen at Y. Its far,far more reliant on coordination and individual skill takes an extremely important but still second seat.
If the PvP player is not a toxic hole.
When I join a pvp discord and how fast they absolutely go berserk on someone for the tiniest reason.
But joking aside it’s multiple seasons of high rating. Anyone can get glad with a FotM reroll, or random season with insane inflation (shadowlands s1). But consistent glad or hero on the same class no matter if they are S tier or F tier.
