I know DTC should be better for pve but is it the same for pvp for orc war?
No, Ashkandi is significantly better for PVP because it’s a sword (sword spec outperforms axe spec at the higher end) and it’s a much higher quality weapon (higher damage range/DPS).
Weapon skill provides minor benefits in PVP to the point where you shouldn’t really care about which weapon you’re using if you have high end gear and don’t have to worry about reaching the 5% hit cap.
Of course, now that AQ40 is out, the best PVP weapon is easily Dark Edge of Insanity due to its DPS/damage range and the incredible disorient proc that it has.

Weapon skill is largely irrelevant for pvp. Look at base weapon stats, and talents. Sword Spec > Axe Spec and Ashkandi has way higher base stats. Easily beats DTC.
That’s kind of what I figured I just wasnt sure on the weapon skill. Thank you for the replies.
weapon skill is basically extra 0.01% crit and 0.01% hit for pvp. Aka irrelevant
