PVP disc priest leggo question

I have sort of a two tier question here. I have no legends yet at all, i want to craft one now that i have enough ash questions are
1.) which is more pressing to have for PVP The Penitent One or Crystalline Reflection
2.) should i spend the gold on the highest possible ilvl crafting(the grim-veil)
3.)do i craft TPO on my boots or back? same with crystal if thats better shoulder or hands?

Crystalline reflection is mostly used, it’s not great but can contribute a little extra damage.

Craft shoulders, you went to craft the biggest main stat boost. I think the only exception to this is if you do some sort of mythic raiding where a bis set of shoulders drops, but I don’t pve so idk.

CR essentially amounts to an additional PTW that doesnt heal through atonement or proc PotDs. Outside of rapture windows, you are looking at 80 to 200 damage ticks on average. Yes the damage adds up over the course of a match, but it’s almost entirely inconsequential damage that poses no additional pressure on an enemy healer. People that say it is nice rot damage generally lean heavy into parse logs showing that its X percent of your damage done. Yeah cool, 100 dps adds up over 4 minutes, you are still ooming before most other healers more often than not currently. Even when you try to really lean into CR, ie popping rapture and hammering on PWS when getting focused hard, you might get two or three 2k ticks which is somthing I guess. This says nothing of the counterintuitive nature of CR and trinity. With trinity, pws is an atonement applicator and helps immensely on mana since it lasts longer so less pws meaning more mana efficiency. The less you cast pws, the less damage you are getting out of CR. I fully regret crafting it.

Every other leggo is almost entirely situational. TPO showhorns you into ultimate radiance, but is actually measurable in its impact in moments where you utilize the proc. The issue is ult rad needs to be used conservatively, and the less you use radiance, the more value you lose on TPO.

Vault is great specifically for breaking melee’s ankles, but is very matchup specific.

Twins likewise works depending on your comp and on matchup. But if you also do mythics on the side, it’s a good investment.

Sephuz is passive and generally all purpose. And is a wise investment if you also play shadow regularly.

i wish i made spehuz tbh CR feels, like i crafted nothing.

sephuz is probably best, with double leap and twins being the next 2. the penitent one requires you to cast radience too much for the mana cost

If youre not running ultimate radiance in this meta youre making a mistake. Almost every situation requires a “oh sh*t” spam after a cc and an instant cast burst heal with a 20% conduit buff is the best tool. You can even use it as a way to focus on dps because you can top your team. TPO proc is going to top anyone you use it on, or be a quick 8-10k burst of dps.

I originally made TPO, and I can tell you RNG is a !*@&!. I had 3s game where it felt like the proc was more like 20%. In 2s you want to avoid radiance even more when possible, lowering TPO value. Even when it procced , i felt like I was forced to use it at times where I didn’t get much value from it.

After combing over the PvP leaderboards and saw most priests used sephuz , so I made one of those. It’s boring sure, but I feel like I am getting steady value from it unlike TPO.

I play sephuz 90% of the time, CR feels kind of like a wet fart but I bet it will be real good by the end of the expansion with gear and stat scaling etc
