Dampening shouldn’t start until the fight does. When the burst meta is 1 stun - 1 global - 1 kill, two stealth shouldn’t be able to hide until dampening is around 30% or more to start the fight.
Simple enough to start the dampening countdown when combat starts. And not sap, actual combat.

Dampening was a temporary mechanic they added for Arena and they never got around to replacing it. BG’s don’t need failed Arena mechanics. The fact Arena needs dampening shows how bad the format is for this game. Arena has never worked.
Classes are designed for large scale battles sorry the mini-game of Arena has problems because of it. BGs are fine because that’s what Classes are designed for.
If a format requires dampening then the problem is the format. Time for Blizz to retire Arena and move forward with new formats like RBG blitz.
The worst part of Wow has been catering and balancing around the 3v3 arena mindset. This isn’t an esports game. Hire a balance guy and make arena balance exclusive to arena and it’s own thing if you want to go that far. Isolate it into oblivion and if you can’t afford to pay the staff to do that, move on and let it go.
You’re playing healer/dps 2s, you deserve it
If anything, dampening should start before the gate even opens in 2s if there is a healer on either team
I think healer+dps is more than favored enough that I’m super okay with dampening starting and ramping whenever there is a healer in the game.

Please just do it. there is no downside. Or better yet pause dampening during the entire match when no players are in combat.

Bad design should not be advocated for because of bad tuning. Ever. That way lies madness.
If you want to nerf healing output for healer specs in arena but not dps by X% go for it
But stealth teams wasting everyone’s time to get an advantage is a bonkers oversight bad design

The goal isn’t to win it’s to have fun.
When you incentivized a stealth team to force both teams to spend 10 minutes waiting and running around to advance dampening by X%, that’s worse in every possible way than just just starting damp at Y% higher for healers only and pausing dampening increase while everyone out of combat
Healers are designed and tuned to be able to sustain healing for more than 2 targets for most of the game, ie dungeons, raids, bgs, etc etc.
That is why dampening exists for arena as it is the only game mode where a healer gets to focus heal only 1 or 2 targets.
Dampening needs to exist in arena so that the tuning for the other game modes will be good. And so that arena doesnt become half hour mana battles.
It is rated arena, the goal is to win. Most people don’t have fun when they’re losing.

Why would 2 stealth hide until damp starts?
Some people are REALLY sweaty and, when possibr vs healer+dps as something like double rogue, will stay in stealth as long as possible to let dampening ramp up more to give them an advantage.
Yeah, that doesn’t happen. Then again I don’t play that awful bracket.
